In this article the author reveals the basic means, methods and conditions of professional and personal development of a teacher and his professional and personal potential in the framework of developing program of modernization of the University of pedagogical education, presupposing significant, systematic changes in teachers professional training, ideology, aims, the content of training; organization of educational process; the evaluation of results of both students and teachers activity and University teachers advanced training.
