In article problems and developments of training of Russian-speaking guides in the tourist industry of the Province of Shandong in connection with Russian teaching are analyzed. Authors connect possibilities of development of the Russian tourist market with need for Russian-speaking guides for the tourist industry. Problems of training of the qualified Russian-speaking guides are revealed. Authors offer policy strategy in preparation and retraining of Russian-speaking shots. Importance of integration of available high school educational resources, improvement of system of preparation of Russian-speaking shots, strengthening of cooperation with the enterprises based on creation of joint base the practicing locates. Results of the analysis show that joint cooperation and common efforts from the parties of bodies of the public and local administration by tourism, higher education institutions and the branch enterprises play a crucial role in a final decision of quantitative and qualitative problems with Russian-speaking guides the Provinces of Shandong, in satisfaction of market requirements for Russian-speaking shots.
