The article presents the results of the medico-sociological study physicians practical training on clinical bases of the state educational institution of higher professional education «Smolensk state medical Academy» Healthcare Ministry Russian Federation. The data obtained show that the health sector is characterized by a lot of stages with a high degree of regulation and control, close integration, the presence of a clear hierarchical levels. Effectiveness of the strategy of organization and control of the subject not only the professional and personal qualities consumers and providers in educational sector, but paternalistic position the heads in combination centered attention on the practice infrastructure rational organization management, design and construction.
